How has the cost of goods and services in Russia changed over thirty-five years? The table records two indices: prices relative to the end of each month and prices relative to December of the previous year. Both series are based on monthly observations covering the period from January 1991 to December 2026. The first series begins with a value of 106.2 in January 1991 and reaches 100.54 in July 2026. The second series reflects similar indicators shifted by a year. These data allow for the assessment of inflation, comparison of prices across different years, and analysis of seasonal fluctuations

How to read this table

The table rows differ by the comparison base: the first row calculates the index relative to the previous month, while the second calculates it relative to December of the previous year. These two measurement methods provide different perspectives: the monthly index clearly shows current inflation in real-time, while the index relative to December helps visualize the cumulative result of price growth since the start of the calendar year. Comparing values within the same row is more accurate than comparing across rows, as they address different questions regarding the dynamics of the cost of living

What is visible in these numbers

Observations are monthly, the dataset contains 432 periods. Of the 864 possible values, 463 (53.6%) are filled. There are many gaps: a significant portion of positions were observed only in certain periods, and such series should be compared with caution

The figures are useful when revising the price list, disputing with a supplier over indexation, and calculating real, rather than nominal, sales dynamics

Period and application

The information covers the period from January 1991 to December 2026 and is regularly updated by Rosstat as new data becomes available. The information will be useful to economists, researchers of inflationary processes, and anyone tracking changes in the purchasing power of the ruble over a long time horizon. Statistics are presented as monthly indicators, allowing for a detailed study of the country's economic history over three and a half decades and the impact of various periods on the level of consumer prices

How it is calculated

What is noted in the source itself: in accordance with the Federal Statistical Work Plan approved by the Order of the Government of the Russian Federation dated 6 May 2008 No. 671-r, Rosstat develops the indicator 'Consumer Price Index' (CPI). ... (Excluding statistical information for the Donetsk People’s Republic, the Luhansk People’s Republic, Zaporozhye and Kherson regions.)

1)в соответствии с Федеральным планом статистических работ, утвержденным распоряжением Правительства Российской Федерации от 6 мая 2008 г. No 671-р, Росстатом разрабатывается показатель «Индекс потребительских цен» (ИПЦ), который используется в качестве одного из основных показателей, характеризующих уровень инфляции в Российской Федерации; 2)июль 2026 г. в % к декабрю 2025 г. Руководствуясь теорией статистики, для получения ИПЦ за произвольный период необходимо перемножить все входящие в этот временной промежуток индексы, характеризующие изменение цен в отчетном периоде по сравнению с предыдущим.
