In 2025, a kilogram of butter in Russia cost an average of 1,174.57 roubles, beef 676.12, a litre of milk 97.65, and ten eggs 93.52. Over ten years, butter prices increased almost threefold, beef prices rose 2.1 times, while egg prices increased by only 44% and have been falling for the second year in a row. Rosstat has been tracking this series since 1991, separately for each product.
Below are the average prices for key products since 2015, a ranking of the most and least expensive items, fuel and service prices, as well as an explanation of why the figures before 1998 appear erroneous.

What has risen in price the most over the past ten years
Price growth from 2015 to 2025, food products:

The spread between the top and bottom of the list is sixfold. The entire dairy group is in the upper half: butter, cheese and milk have risen in price more than average, and this has been a consistent pattern in recent years, not a one-off spike in 2024.
Pork’s position at the bottom of the list is no accident. Pork production in Russia has grown faster than beef production over these years, so the pork price has barely moved: 271 roubles in 2015, 269 in 2020 and 398 in 2025. Eggs and potatoes: the products that can get cheaper
Most items in the table rise in price monotonically. Two rows behave differently.

The egg price spike at the end of 2023 (up 62% year-on-year) has been unwound over two years: the price has fallen back to 93.52 roubles, almost back to its 2021 level (87.77). Potatoes doubled in price in 2024 and then lost almost a quarter in 2025.
Both products share a short production cycle and almost no imports. A shortage can push the price up within months, and the next harvest or new batch of poultry brings it back down. Products with long cycles (beef, cheese) cannot do this, which is why they never get cheaper.
Gasoline and transport

Over ten years, both grades increased by exactly 80%, which is noticeably less than butter and roughly the same as bread. The gap between 92 and 95 remains around 5 roubles and changes very little.
Urban transport has risen in price more than fuel:

- Tram: 19.76 and 50.23 (+154%)

Services rise in price faster than goods

Meanwhile, technical goods have barely moved: a TV set rose from 22,529 to 33,230 roubles (+48%), and a floor-standing vacuum cleaner from 6,190 to 8,989 (+45%). Everything with a high labour share is rising two to three times faster than items with a high share of imported or mass production.
Gold stands out: a wedding ring per gram increased from 2,890 to 11,292 roubles, 3.9 times. This is the fastest-rising non-food item in the basket. Next come cheap domestic medicines: analgin rose 3.8 times (from 10.75 to 40.57 roubles per 10 tablets), and corvalol 3.7 times (from 15.31 to 55.89 roubles per 25 ml).
Why prices before 1998 look strange
In the Rosstat series, a kilogram of beef in 1997 cost 15,787 rubles, and in 1998 it was 30 rubles. This is not a typesetting error.
On 1 January 1998, Russia carried out a redenomination: 1,000 old rubles were equated to one new ruble. All values before 1998 in the table are given in non-denominated rubles, and all subsequent ones in new rubles. They cannot be compared directly, and a chart for the entire series from 1991 is unreadable: the nineties look like a mountain, after which everything else lies at zero.
For a comparable picture, the series should start from 1998. If you divide the old values by 1,000, then a kilogram of beef in 1991 would have cost 1.55 kopecks in today’s money, and in 1997 it would have been 15.79 rubles. Comparing these figures with today’s is still meaningless: during the same period, wages and consumption patterns have also changed. Services. A visit to a specialist doctor and dry cleaning of a suit over ten years have increased by about 150%, a haircut by 121%, while the median food item in this basket has risen by about 80%.
Where does Rosstat get these prices from?
From weekly price registrations in retail outlets across the country. The price in the table is the Russian average at year-end, meaning it combines both Moscow shops and rural ones. For a specific region, the figure will be different.
