Housing commissioning is the area of houses and apartments officially commissioned for use during the year. This includes both multi-apartment buildings by developers and self-built housing: the share of individual construction has exceeded half in recent years and largely explains the records. Total usable floor area is counted, so ancillary and common areas are not included in the measurement. The series dates back to 2000 and clearly shows how the industry weathered crises.

Since 2000, commissioning has more than tripled: from 30.3 million square meters to 108.1 million in 2025. Growth was uneven — after 2015 there was a decline to 75.7 million in 2018, and only by 2021 did the industry return to previous volumes.

The record so far is held by 2023: 110.4 million square meters. The next two years remain slightly lower but above any year before 2022.

The indicator reflects commissioned square meters, not sold apartments or improved housing conditions. A house built and commissioned in December is counted in full in the statistics, even if no one lives there yet.

Does this indicator include individual construction?

Yes, private houses built by the population are counted alongside developer-built houses. In the original dataset, commissioning is broken down by ownership type, showing the share attributable to organizations and to individuals.

Why do the figures differ from news reports?

News often cites monthly data, cumulative totals, or figures for multi-apartment buildings only. This series provides the annual total for all residential buildings as published by Rosstat.

What is total usable floor area of residential premises?

The sum of the areas of living rooms and ancillary spaces within an apartment or house: kitchens, corridors, bathrooms, storage rooms. Stairwells, lift lobbies, and other common areas of the building are not included.
