Number of persons recognized as disabled for the first time
From 1970 to 2023, the number of people newly receiving disability status ranged from 346 thousand to 726 thousand. The statistics feature three main indicators: the total number of such persons in thousands, the disability rate per 10,000 population, and the number of persons with Group I disabilities. This data enables tracking morbidity trends and the burden on national social services over the entire observation period

The table rows allow for comparing absolute figures with relative indicators. While the total number of persons in thousands provides an understanding of the scale of the issue, the rate per 10,000 population helps assess the actual frequency of cases within the social structure. A separate series is also provided for persons with Group I disabilities to show the proportion of the most severe cases among all newly recognized persons

Highest values: thousand people (1,799), disabled of Group III — total, thousand people (567), per 10,000 population (156.9). The gap between the highest and lowest is 81.8 times
Observations are annual and cover 28 periods. Cells with numbers: 181 out of 196 (92.3%). Gaps exist but are isolated: for some categories observations were not always conducted

Annual data cover a period of over fifty years and are based on Rosstat estimates using data from the Ministry of Labour of Russia. The information is regularly updated and is suitable for analyzing the healthcare system, planning social support, and studying demographic changes related to population disability rates
How it is calculated
Morbidity and staffing indicators are used in planning the medical network, assessing the load on institutions, and comparing regions
Table notes: Up to 2000 — at age 16 and older, from 2000 — at age 18 and older. For 2003–2010, indicators were calculated using population numbers taking into account the results of the 2010 All-Russia Population Census
