Doctors of all specialties – natural persons working in organizations providing medical care to the population, at year‑end. Individuals are counted, not positions: one doctor working 1.5 positions is counted once.
The number of doctors has hardly changed for twenty years, while the number of hospital beds has fallen by about one‑third in the same period. These are different processes: bed capacity was reduced, not doctors.
The count includes only those working in medical organizations. Doctors who moved to pharmaceuticals, insurance or teaching are excluded.
The row says nothing about access to care in a specific location: the doctor‑to‑population ratio differs between Moscow and a rural district.
