The average accrued salary in Russia in 2025 amounted to 100,186 rubles per month. This is the first year that the indicator has exceeded one hundred thousand: in 2000 it was 2,223 rubles, in 2018 it was 43,431. Rosstat figures, full range of organizations, before personal income tax deduction.

Below are three things not found in summary news reports: what the series looks like by year in its entirety, why the December salary is consistently 40% higher than the November one, and how significantly regions differ. With links to interactive charts.

Average salary by year

The gap for 2019-2021 in the table is not a typo. Rosstat re-releases these tables in new editions, and in the current publication that we are mirroring, the series breaks off at 2018 and continues from 2022. We did not invent the missing years.

The values for 2022-2025 are the average over twelve months, calculated from the monthly series. The full series by month and by all regions can be found on the interactive chart, where you can also hover the cursor over any point.

Below are two caveats, without which the figure can easily be misinterpreted. This is the accrued salary, before the deduction of 13% personal income tax: about 87 thousand remains from 100,186 rubles after tax. And this is an arithmetic mean, which is pulled upward by high earnings, which is why the median salary in Russia is noticeably lower.

Why salaries jump by 40% in December

The most underestimated detail of Russian salary statistics. Look at what happens within the year.

Every December, the figure shoots up:

• December 2022: 88,468 versus 63,060 in November, plus 40%
• December 2023: 103,815 versus 73,383, plus 41%
• December 2024: 128,665 versus 86,399, plus 49%
• December 2025: 139,727 versus 98,192, plus 42%

These are annual bonuses, thirteenth-month salaries, and budget closures. In January, everything falls back: 103,612 rubles in January 2026 against December's 139,727.

Practical conclusion: any "average monthly salary" figure without specifying the month is almost meaningless. The December figure of 139,727 and the August figure of 92,866 for the same year differ by one and a half times, and both numbers are official.

Gap between regions: 4.8 times

The top of the list for 2025:

Between Chukotka and Ingushetia, the difference is 4.8 times. At the same time, the median across 85 regions is 75,525 rubles, approximately a quarter lower than the national average of 100,186. This is how it should be: the national average is pulled up by a few regions with large populations and high earnings, primarily Moscow.

Northern allowances explain the top of the list only halfway. In Chukotka, Magadan, and Kamchatka, the cost of living itself is high: the salary is higher, but groceries are also more expensive. Comparing regions by nominal salary without adjusting for the cost of living means comparing different things.
