What is visible in these numbers

The largest value belongs to “Мощность амбулаторно-поликлинических организаций, посещений в смену — Capacity of outpatient clinics, admissions per shift” — 4,451; the smallest is “Число больничных организаций, тыс. — Hospitals, thou.” at 5.2. The gap between them is 856-fold.
