The difference between the rows reveals the structure of training: how many people are acquiring a new profession from scratch through initial training, and how many are upgrading their skills or changing specializations through retraining. By comparing these indicators over the years, one can track which type of training is in higher demand in the economy. The total number of trainees includes both categories, which is why the total row is always higher than the values for individual program types
