From 2000 to 2022, the conditions and volumes of citizen support through housing and utility subsidies in Russia changed. The dataset contains six rows describing the system from various perspectives: the number of services, the total number of recipient families, and their share. The data allows for assessing the scale of social assistance and the proportion of households receiving state utility payments

It is possible to compare the number of operating services with the actual number of families receiving payments in the reporting year, as well as track the share of such families in the total population. This helps to understand the relationship between subsidy coverage and the number of organizations providing these payments
