How it is calculated

Rosstat notes: Low-income population — population with cash income below the poverty line (until 2020 inclusive — below the subsistence minimum). Data for 2015–2021 are published without accounting for the 2020 All-Russia Population Census results. Including old-age insurance pensions, early old-age insurance pensions (for work in the Far North and equivalent areas, for work in hazardous conditions and for certain occupations with the right to early retirement..

1) Малоимущее население – население с уровнем денежных доходов ниже границы бедности (до 2020 включительно – ниже величины прожиточного минимума). Данные за 2015-2021 гг. публикуются без учета итогов ВПН-2020.

2) Включая страховую пенсию по старости, досрочную страховую пенсию (за работу в районах Крайнего Севера и приравненных к ним местностях, за работу в особых условиях труда и по отдельным специальностям с правом на досрочный выход на пенсию), пенсию по выслуге лет лицам из числа госслужащих.
