Housing delivery in 2026: half-year results for Russia and regions

For January–June 2026 in Russia 42.8 million sq. meters of housing were delivered. A year earlier for the same period it was 52.2 million, so the decline was 18.0%. At the same time developers handed over more than in the first half of 2025. All the decrease fell on private houses that people build themselves: their area shrank by almost a third. Below we examine the month‑by‑month dynamics, the contribution of single‑family homes and apartment buildings, districts and regions. All figures are taken from Rosstat's operational data, each chart has an interactive version on the website.

How much housing was commissioned in 2026

Rosstat publishes housing commissioning on a cumulative basis from the start of the year, for each region and separately for houses built by the population. The latest release on the website covers January–June 2026:

The deepest drop was in February: then 2026 lagged behind the previous year by almost a third. Afterwards the gap began to shrink. Housing commissioning by month

If you subtract each cumulative total from the previous one, you get the commissioning for the individual month. The first quarter of 2026 delivered 6.7–8.2 million sq. meters per month compared with 10.4–11.0 million the year before. From April onward the figures almost matched: 6.5 million versus 6.7 million in April, 5.5 million versus 5.9 million in May. In June 7.8 million sq. meters were commissioned, which is even more than in June 2025 (7.5 million).

It turns out that the entire negative gap was accumulated in winter and early spring. The spring and summer months are on par with the previous year.

Who builds less: the population or developers

Rosstat splits housing completions into two parts. The first is completed by the population with their own and borrowed money: mainly private houses, individual housing construction (IzhS). The second is completed by organizations: multi‑apartment buildings by developers and everything else that is not built by private individuals.

The results for the first half‑year for these parts diverge in opposite directions:

The share of private houses in the half‑year completions fell from 71.5% to 62.3%. Month‑by‑month this is even clearer. In January–March 2026 the population completed 4.6–5.7 million sq. m per month, compared with 7.8–8.5 million a year earlier. Organizations in the same months stayed at last year’s level or slightly above: in March 3.2 million versus 2.8 million.

A private house enters the statistics when its ownership is registered. Therefore the flow of individual housing construction also depends on when owners complete registration, not only on the building itself. At the beginning of 2025 the population completed about 8 million sq. m per month, and against such a base the current decline looks especially sharp.

Why the first half‑year does not show the whole year

Developers hand over houses unevenly, and most of their completions occur at the end of the year. In 2025 the first half‑year accounted for 48% of the annual total, while organizations contributed only a third: 14.9 million sq. m of 44.6 million. The whole of 2025 ended with 108.1 million sq. m, of which 63.5 million (58.8%) were built by the population. Therefore the minus 18% for the half‑year cannot simply be applied to the entire 2026 year. Multi‑apartment buildings are growing, and their main hand‑over is still ahead.

Housing delivery by federal districts

It fell in all eight districts, but very differently. The Siberian district declined the most, minus 32.0%, the Far Eastern and North Caucasus districts declined the least, minus 2.5% and 3.1%.

Within the numbers the story is the same as for the country as a whole. In the Ural district private construction fell by 39.6%, while organizations delivered 2.1 million square meters against 1.3 million a year earlier. In the Central district the population built 32.9% less, and organizations handed over 5.2 million square meters against 4.5 million. In the North Caucasus residential construction hardly changed (minus 0.6%), so the overall total there is almost at last year’s level.

Housing delivery by region in 2026

The top spot for the half‑year goes to Moscow Oblast: 4.4 million sq m. That is 33.5% less than a year earlier (6.6 million), and the reason is the same: private houses account for 79% of the delivery in the Moscow region. Moscow is second with 2.8 million sq m and increased by 9.1%. In the capital almost everything is built by organisations, amounting to 5.7% per capita.

Where delivery grew and where it fell the most

Fewer than two dozen regions managed to add to the previous year. Among the notable by volume:

The deepest drops: Tyva (77.1 thousand sq m versus 357.2 thousand, minus 78.4%), Saint Petersburg (626.6 thousand versus 1,251.9 thousand, half as much), Irkutsk Oblast (minus 48.0%), Vologda (minus 43.9%), Voronezh (minus 37.9%). In St Petersburg private houses account for about one seventh of the delivery (87.3 thousand sq m for the half‑year), so the decline there mainly concerns multi‑apartment construction.
