Unemployment rate in Russia by year

2,2% 2025 −0,3 to 2024

Share of unemployed in the labor force according to the methodology of the International Labour Organization. A person is considered unemployed if they had no job, were looking for one, and were ready to start working; failing to meet any one of these three conditions excludes them from the count.

This is not the number of people registered at the employment exchange. Data are drawn from the Labor Force Sample Survey, so the indicator is always significantly higher than the number of those registered.

A decline in the unemployment rate alongside a shrinking labor force does not necessarily mean new jobs: when the working-age population declines, the share of unemployed falls even without an increase in employment.

Frequently Asked Questions

What is the current unemployment rate in Russia?

The latest value in the table above. This is the share of the labor force, not the entire population.

Why is the official unemployment rate lower than it seems?

Only those who actively searched for work during the month and were ready to start within the next two weeks are counted. Those who stopped searching are excluded.

How does this indicator differ from the number of registered unemployed?

Fewer job seekers register at the employment exchange. Rosstat’s survey directly polls the population, providing a more complete picture.
