Between 2010 and 2025, the number of families officially recognized as being in need of housing in Russia changed. Statistics distinguish the total number of such households from specific groups, such as families of persons with disabilities and veterans of the Great Patriotic War. Data is recorded as of year-end, showing the dynamics of the housing waiting list over sixteen years

Comparing annual figures shows changes in the number of registered families and the role of Great Patriotic War veterans and persons with disabilities. The data covers the entire country and is presented in official measurement units
What is visible in these numbers
Highest values: Total (2.8 million), disabled and families with disabled children (169 330), citizens discharged from military service (19 448). The gap between the highest and lowest is 8 524 times. The top three account for 98.6% of the total across all positions — the distribution is heavily skewed toward the top
Observations are annual; total periods 16. 147 of 160 possible values are filled (91.9%). Gaps exist but are isolated: some positions were not always observed

Statistics are published annually and cover the period from 2010 to 2025. This information is useful for analyzing social policy regarding housing provision and monitoring priority categories of citizens. Rosstat data reflect the situation as of the end of the reporting period

Source caveats: Excluding statistical information for the Donetsk People’s Republic (DPR), Luhansk People’s Republic (LPR), Zaporozhye and Kherson regions. The indicator has not been developed since the 2017 report
