Values may exceed 100 if many residents hold multiple service contracts, as seen in Austria, where the indicator reached 146 in 2010

How it is calculated
Source caveats: For all countries except Russia, Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Republic of Moldova, Uzbekistan and Ukraine (for 2010–2018) — data from the International Telecommunication Union. For Russia (according to data from the Ministry…). Data for 2015–2021 are published taking into account the results of the 2020 All-Russia Population Census
