The picture fits into a single narrative. Sectors competing for workers in the open market amid labor shortages grew faster: construction, factories, agriculture, IT. Budget-funded sectors, where wages are determined by spending plans rather than labor demand, grew more slowly.
Agriculture stands out. It remained in second-to-last place in absolute terms, but over the five years, it caught up with the average faster than almost all others: 66% of the average in 2019 versus 73% in 2024.
