The minimum subsistence level in Krasnodar Krai for 2026 is 18,181 rubles per month per capita. For working‑age persons it is 19,817 rubles, for pensioners 15,636 rubles, for children 17,636 rubles. This is 4% lower than the all‑Russia figures.

Over the year all four amounts grew equally, by 6.8%. In 2025 the per‑capita minimum in the region was 17,024 rubles, an increase of 1,157 rubles. The all‑Russia minimum grew by the same percentage.

The pensioner minimum in the region is 78.9% of the working‑age minimum. The child minimum is lower than the working‑age adult minimum by 2,181 rubles.

Why the minimum in Kuban is lower than the Russian average

The Krasnodar minimum has been at exactly the same level relative to the country since 2023: precisely 96% of the nationwide figure in all four groups. In 2023 this was 13,800 rubles versus 14,375, in 2024 14,835 versus 15,453, in 2025 17,024 versus 17,733.

The coincidence is not accidental. The nationwide minimum is now calculated from the median income, and the regional one is derived from it through a regional coefficient. The figures for 2023, 2024 and 2026, as stated in Rosstat footnotes, are fixed by federal laws, and the Kuban coefficient has not changed for four consecutive years.

Earlier the gap was different. In 2017 the regional minimum almost matched the Russian one: 10,062 rubles versus 10,088, a difference of 26 rubles. At that time regions set the minimum themselves each quarter, and the Kuban figure was almost average for the country.

Among its southern neighbours the krai stands in the middle. The minimum is higher in Sevastopol (19,318 rubles), Kalmykia (18,560), Crimea and Astrakhan Oblast (each 18,371). It is lower in Rostov Oblast (17,803), Stavropol Krai (17,045), Adygea and Volgograd Oblast (each 16,288). Across the whole country the spread is huge: from 15,719 rubles in Lipetsk and Tambov Oblasts to 49,431 in Chukotka. How much this is for a family: examples for 2026

Minimum is calculated per person, and for a family the amounts are summed according to composition.

Two working parents and two children: 2 × 19,817 + 2 × 17,636 = 74,906 rubles per month. According to nationwide figures such a family would be entitled to 78,030, 3,124 rubles more.

Mother with child: 19,817 + 17,636 = 37,453 rubles.

Two non‑working pensioners: 2 × 15,636 = 31,272 rubles for both.

For a single benefit they calculate differently: they take the whole family income for the year, divide by the number of family members and by 12 months and compare with the per‑capita minimum, i.e. 18,181 rubles.

A family of four people in Krasnodar Krai passes the income test if its average monthly income is less than 4 × 18,181 = 72,724 rubles. For a family of three people the threshold is 54,543 rubles. In addition to income they check assets and the employment of adults, so this single calculation is not enough to answer “will they receive it or not”.

How the subsistence minimum in Krasnodar Krai changed over the years

In 2013 the per‑capita minimum in the krai was 7,021 rubles, by 2026 it was 18,181, 2.59 times higher. The nationwide figure for the same period grew from 7,306 to 18,939 rubles, also 2.59 times. The krai’s lag at the beginning and at the end of the period is almost the same, and in 2017–2019 the lines almost merged.

The graph omits 2022: Rosstat’s table has no per‑capita minimum for that year. The year was unusual: from 1 June 2022 the minimum was indexed by 10% mid‑year, the only time this happened in the whole series. For retirees in Kuban the amount rose from 10,447 to 11,492 rubles.

The sharpest jumps occurred in 2015 (from 7,701 to 9,349 rubles, plus 21%) and in 2025 (from 14,835 to 17,024, plus 14.8%). Minimum and real money: wages and incomes in Kuban

The minimum is the lower bound, and the typical Kuban wage lies far above it. The average accrued wage in Krasnodar Krai in 2025 was 80,517.6 rubles, 4.3 times higher than the working-age minimum of that year (18,556). The median wage, i.e., the amount earned by the worker exactly in the middle of the list, was 61,954 rubles, 3.3 times higher than the minimum. According to the 2025 results, income per person in the region was 77,290 rubles versus 74,932 on average across the country. In short: the minimum in Kuban is below the Russian average, while per‑capita income is higher.

The saw‑tooth line is explained by seasonality: at the beginning of the year incomes are usually the lowest, in the fourth quarter the highest, and bonuses are paid toward the end of the year. In the fourth quarter of 2025 the region's income was 563% of the minimum, versus 514.2% nationally. In the second quarter of 2026 the ratio was 431.8% against 405.1%.

Who in the region earns less than the minimum

Workers with wages below the working‑age minimum in Krasnodar Krai in 2025 accounted for 2.2%, compared with 2.3% in Russia. Rosstat measures this once every two years for large and medium enterprises, excluding small businesses. Ten years ago, in 2015, such workers made up 11.4% of the region.
