Data are presented by rows for the Russian Federation, federal districts, and individual constituent entities, enabling comparisons across different territories. All information is collected annually for the period 2017–2023 and is presented as part of official publications on Sustainable Development Goals

Users can compare indicators for a single region over different years, as well as values between multiple constituent entities within a single reporting period to identify regional specificities

What is visible in these numbers

Five highest values: Nenets Autonomous Okrug (16.7), Tambov Region (16.7), Komi Republic (14.6), Arkhangelsk Region (12.7), Tver Region (12.6). The top five account for 26.9% of the total across all entries

Period and application

Statistics are updated annually, covering a seven-year period from 2017 to 2023. This data is used by specialists in sociology, public youth policy, and education, as well as by analysts of the labor market and social sphere. The information is prepared by Rosstat to monitor sustainable development indicators and enables tracking changes in the share of inactive youth at national and regional levels throughout the specified period

How it is calculated

Table notes: Calculated as the ratio of young people aged 15–24 who are not in education, employment or training (includes unemployed persons and those not in the labour force, aged…). Data are published with adjustments based on the 2020 Population Census results

1) Рассчитывается как отношение численности молодежи в возрасте 15-24 лет, которая не учится, не работает и не приобретает профессиональных навыков (включаются безработные и лица, не входящие в состав рабочей силы, в возрасте 15-24 лет, которые не обучаются в образовательной организации или в организации, осуществляющей обучение профессии рабочего (должности служащего) на курсах), к общей численности молодежи этой возрастной группы, в процентах.

2) Данные публикуются с учетом итогов ВПН-2020.
