Share of children with disabilities among students
at the beginning of the academic year; according to the Ministry of Science and Higher Education of the Russian Federation
From 2011/2012 to 2017/2018 academic year Rosstat recorded the share of children with disabilities among all schoolchildren in percent. The list contains 94 rows, differing by geographic attribute: from the overall indicator for the Russian Federation to data for individual federal districts and each region. The country‑wide indicator changed from 2.608841361 percent at the start of the period to 4 percent by its end. All information is based on data of the Ministry of Education of Russia and represents a snapshot as of the beginning of each academic year

You can compare the rates of change in the share of children with disabilities across regions using the columns for 2011/2012 to 2017/2018 academic year. This helps see how the load on the general education system was distributed over seven years and in which territorial units the most noticeable changes occurred
