Road construction in Russia by year: full statistics and graphs
In 2024, 2,194.4 kilometers of paved roads were commissioned in Russia. In 2000, 7,924.1 kilometers were commissioned, which is 3.6 times more. At the same time, the road network density grew from 39 to 66 kilometers per thousand square kilometers of territory over fifteen years. The series is split into two eras. In 2000, almost eight thousand kilometers were built, and since 2005, the figure has not once risen above 3,722 kilometers. The minimum for a quarter century occurred in 2022: 1,806.3 kilometers. In total, 58,890 kilometers of roads were commissioned during 2000–2024. Why less is being built, but there are more roads
The "commissioning" indicator counts only new kilometers. Reconstruction of an existing road, expansion from two lanes to four, resurfacing, and the construction of an interchange are not included or are only partially included.
A lane added to an existing highway is barely visible in the commissioning indicator, although it costs more than a kilometer of a new road in an open field. Therefore, falling commissioning and growing network density describe not opposite processes, but different parts of a single road infrastructure.
Network density: 39 km per thousand square kilometers in 2010, 66.0 in 2024. The jump between 2011 and 2012, from 43 to 54, is too large for actual construction: the network cannot grow by a quarter in one year. This is the result of a change in accounting, and values cannot be compared across this boundary.

The Volga District built almost a third of all the country's roads in a year. The North-Western District, where 650 kilometers were commissioned in 2000, provided 100.3 in 2024.

The gap between Moscow and Yakutia is 617 times. The indicator is calculated based on area, not population, so large sparsely populated regions always end up at the bottom: there is no need and it is impossible to build a road network across the entire area of Yakutia. Why was three times more built in 2000?
Statistics do not provide a precise answer: the dataset contains only the volumes themselves. It is evident that a turning point occurred between 2000 and 2005 and that after this, the indicator never returned even to half the level of 2000.
What is a paved road?
A road with a surface of asphalt concrete, cement concrete, crushed stone, gravel, or paving stones. Unpaved roads are not included in this indicator.
Which region builds the most?
In 2024, Tyumen Oblast (219.2 km) and Tatarstan (204.6 km). When recalculated by area, the picture is different: small densely populated regions are in the lead there.
