St. Petersburg and Russia: the advantage is fading

In 2018 the average in St. Petersburg was 1.38 times higher than the national average. Then the gap narrowed: 1.33 in 2021, 1.29 in 2022, 1.24 in 2024, 1.21 in 2025. The country caught up faster, and in the first half of 2026 the picture remained the same.

The story with Moscow is similar, but calmer. St. Petersburg earned 72% of the Moscow salary in 2018 and 68% in 2025. In June 2026 the ratio was 73%: 141,623 rubles versus 193,367. Over the whole first half it was 66%, because the Moscow salary in January–March was noticeably higher due to bonuses.

But Leningrad Oblast is catching up with the city. In 2021 the St. Petersburg salary was 1.45 times higher than the oblast’s, in 2025 it was 1.28 times: 123,341 versus 96,716 rubles. In the first half of 2026 the gap was about 1.30. For those who live in the oblast and work in the city, this is good news.

If you compare your salary with the city average, use a regular month such as May or October, not December. In May 2026 the average was 128,671 rubles, in October 2025 it was 122,179. The December figure is suitable for comparing with someone else's annual income, but not with your salary for a single month.
