Average salary by Russian regions in 2026: tables and charts
For January–July 2026 the average accrued salary in Russia was about 109,100 rubles per month. The highest pay is in Chukotka, 241,226 rubles, the lowest in Ingushetia, 49,093. The gap is almost fivefold. Only in 14 out of 85 regions is the salary above the national average, and for a typical region that sits exactly in the middle of the list it is 83,070 rubles. This is the Altai Republic. Below we examine who grew the most over the year, where growth lagged behind prices and how regions have diverged since 2022. All charts open on the website in interactive form, any region can be selected in the legend.
The figures are taken from the latest Rosstat table covering the full set of organisations, the last month in it being July 2026. Salary accrued, i.e., before personal income tax deduction. We calculated the seven‑month average as the mean of the seven monthly values, so it may differ from Rosstat's official cumulative figure by tens of rubles.
Average salary in Russia in 2026 by month
Across the country the month‑by‑month picture is as follows: in January 103,612 rubles, in March 112,654, in June 114,743, in July 109,524. Fluctuations within the year are normal. In March and June quarterly and semi‑annual bonuses are paid, and the main peak falls in December: in December 2025 the average salary reached 139,727 rubles.
More important is how the growth slows down. In January the salary was 16.4% higher than a year earlier, in February 15.9%, in March 15.4%. Where the highest salary is in 2026
The top of the list is almost entirely occupied by the North and the Far East. There district coefficients and northern allowances apply, and work is concentrated in extraction. Moscow is the only city in this group that made it there without climate allowances.
| Place | Region | January–July 2026, rub. | Growth over the year |
|---|---|---|---|
| 1 | Chukotka Autonomous Okrug | 241,226 | +14.8% |
| 2 | Magadan Oblast | 197,751 | +20.4% |
| 3 | Moscow | 196,094 | +13.5% |
| 4 | Yamalo-Nenets Autonomous Okrug | 190,103 | +6.3% |
| 5 | Nenets Autonomous Okrug | 160,666 | +10.9% |
| 6 | Kamchatka Krai | 160,091 | +14.6% |
| 7 | Sakhalin Oblast | 156,758 | +7.0% |
| 8 | Republic of Sakha (Yakutia) | 148,804 | +9.4% |
| 9 | Khanty-Mansi Autonomous Okrug | 141,879 | +7.4% |
| 10 | Murmansk Oblast | 137,981 | +12.9% |
Magadan Oblast overtook Moscow over the year: in January–July 2025 it lagged by 8.6 thousand rubles, now it leads by 1.7 thousand. The oil‑gas districts, YNAO and Yugra, are growing slower than the country, so their lead over the average is gradually melting away.
Where the lowest salary is
At the bottom of the table are the republics of the North Caucasus and several regions of Central Russia around Moscow.
| Place | Region | Jan–July 2026, rub. | Yearly growth |
|---|---|---|---|
| 76 | Oryol Oblast | 67,886 | +10.6% |
| 77 | Kostroma Oblast | 67,411 | +9.9% |
| 78 | Republic of Kalmykia | 62,840 | +16.1% |
| 79 | Ivanovo Oblast | 62,551 | +14.5% |
| 80 | Karachay‑Cherkess Republic | 59,342 | +11.8% |
| 81 | Republic of North Ossetia‑Alania | 58,577 | +12.3% |
| 82 | Kabardino‑Balkar Republic | 57,379 | +13.7% |
| 83 | Republic of Dagestan | 54,599 | +13.3% |
| 84 | Chechen Republic | 50,274 | +10.8% |
| 85 | Republic of Ingushetia | 49,093 | +12.9% |
Ivanovo Oblast, with 62,551 rubles, pays less than all other Russian regions: only republics are below it in the list. Nearby are Kostroma and Oryol. They are separated from Moscow by several hundred kilometres, and the salary there is roughly a third of Moscow's.
The gap between the first and last place does not shrink over time, it grows. In Jan–July 2022, Chukotka earned 4.2 times more than Ingushetia (137,007 rubles versus 32,359), and in 2026 already 4.9 times.
The position of any region in the overall list can be seen in the regional salary ranking, which also contains annual data for previous years.
Salary by Federal Districts
| Federal district | Jan–Jul 2026, rub. | Jan–Jul 2025, rub. | Growth |
|---|---|---|---|
| Central | 139,653 | 121,684 | +14.8% |
| Far Eastern | 122,144 | 108,079 | +13.0% |
| Northwestern | 113,327 | 102,298 | +10.8% |
| Ural | 108,099 | 99,827 | +8.3% |
| Siberian | 93,419 | 84,043 | +11.2% |
| Volga | 83,434 | 74,023 | +12.7% |
| Southern | 78,155 | 68,189 | +14.6% |
| North Caucasus | 59,858 | 53,318 | +12.3% |
The Central district ranks first because of Moscow and the Moscow region: without them the district average would be much lower, as Ivanovo, Kostroma and Oryol are also in it. The Ural district grows the slowest of all, plus 8.3%. It is held back by the oil‑gas regions Yamal‑Nenets Autonomous Okrug and Yugra, where the yearly increase is 6–7%.
Moscow, Moscow Region and St. Petersburg
Moscow for Jan–Jul 2026: 196,094 rubles, 1.8 times the Russian average. St. Petersburg: 129,832 rubles. Moscow region: 129,996.
The last pair is the most interesting. In 2022 St. Petersburg led the Moscow region by 14 thousand rubles (82,099 versus 67,914 for Jan–Jul). Since then the region has risen by 91%, the city by 58%, and in 2026 the Moscow region ended up ahead, albeit by only 164 rubles. This did not happen in any year since 2022, from which the table starts. In July the gap is already more noticeable: 133,057 rubles in the region versus 128,571 in the city.
Moscow salaries show the sharpest peaks: in December 2025 the average there reached 288,524 rubles. A detailed analysis of the capital is in the article "Average Salary in Moscow", the yearly series for the city on the page "Average Salary in Moscow by Years".
Who grew the fastest over the year
We compare January–July 2026 with the same months in 2025. The fastest growth was seen in:
- Magadan Oblast: +20.4%;
- Khabarovsk Krai: +20.3%;
- Altai Republic: +19.8%;
- Novgorod Oblast: +18.6%;
- Krasnodar Krai: +17.4%;

- Yamalo-Nenets Autonomous Okrug: +6.3%;
- Sakhalin Oblast: +7.0%;
- Khanty-Mansi Autonomous Okrug: +7.4%;
- Kurgan Oblast: +7.4%.
In more than 13%, i.e., faster than the country, salaries rose in 34 regions. In less than 10% in 20.
Khabarovsk Krai and Kuzbass illustrate how quickly the ranking changes. In January–July 2022, Khabarovsk Krai paid 14% more than Kuzbass; in 2026 it was already 31% more: 113,038 rubles versus 86,142.
How much remains after inflation
Take July to July: salary in Russia grew by 10.3%, while consumer prices from July 2025 to July 2026, if you multiply Rosstat's monthly indexes, grew by 6.0%. The real increase is about 4%.
In six regions the July salary grew less than prices in the country for the same year: Vologda Oblast (+0.8%), YNAO (+4.8%), Kuzbass (+5.4%), the southern part of Tyumen Oblast without autonomous okrugs (+5.5%), Karelia and Chelyabinsk Oblast (both +5.7%). Note: one month strongly depends on when enterprises paid bonuses, and prices rise unevenly across regions. You can calculate how much inflation ate from your amount in the inflation calculator; monthly figures for 2026 are collected on the page "Inflation in 2026".
How to read these numbers
Why most salaries are below the average
The national average is pulled up by several regions with large amounts and a large number of workers, primarily Moscow. Therefore, 71 out of 85 regions fall below the Russian average, and the average itself (109,100 rubles) is higher than the salary in a mid‑list region (83,070). The same rule applies within a region: most people earn less than the average. Closer to the “normal” salary is the median, which has its own median salary dataset by region.
How much is net
Rosstat shows the gross amount. From it personal income tax is deducted: for salaries up to 200,000 rubles per month this is 13%, so from 109,100 rubles the net is about 94.9 thousand.
Which regions are not included in the table
The Donetsk and Luhansk People's Republics, Zaporizhzhia and Kherson regions are not shown in this Rosstat table, as noted in the footnote to the dataset. Hence the list contains 85 subjects. We counted the autonomous districts of Tyumen and Arkhangelsk regions as separate regions, and took the regions themselves without them.
