Some rows are nested within others: sanatoriums are included in specialized accommodation facilities, fitness in physical culture and sports, and courier delivery (70.6 billion rubles) in postal services. The full structure with a history since 2005 is available on the interactive chart.
The first four rows account for 58% of all spending. These are mandatory expenses: commuting to work, paying for housing, repairing something, and paying for communication. Discretionary services such as culture, sports, and tourism together do not reach 11%.
What is growing and what is shrinking
Shares within the total are redistributing slowly but noticeably.
Communal services reached a peak in 2020 (22.7% of all paid services), after which the share declined: 20.2% in 2021, 19.0% in 2023, 17.4% in 2025. Tariffs are rising, but other services are becoming more expensive and are consumed more rapidly.
Healthcare is moving in the opposite direction. The share grew from 4.8% in 2005 to 8.6% in 2019 and 9.5% in 2025. Over twenty years, paid healthcare has almost doubled its weight in the consumer basket of services.
Telecommunications, on the other hand, are losing ground: 13.9% in 2017, 15.0% in the COVID year of 2020, 9.6% in 2025. Subscription fees for communication services are rising more slowly than almost everything else, and this is visible in the price indices by service categories.
The fastest-growing position in the table appeared only in 2021. Digital services and information technology services (subscriptions to online cinemas and gaming services, cloud storage) went from 0.7% → 1.5% → 2.0% → 2.2% → 2.5% over five years. In monetary terms, this amounts to 494.4 billion roubles for 2025, more than the entire turnover of cultural institutions.
Courier delivery is following a similar trend: from 0.1% in 2021 to 0.4% in 2025, a fourfold increase in four years.
How many paid services are provided per person
A separate Rosstat series counts the volume of services per capita.
| Year | Rubles per person | Year | Rubles per person |
|---|---|---|---|
| 2005 | 15,828.8 | 2020 | 62,923.0 |
| 2010 | 34,606.2 | 2021 | 77,238.8 |
| 2015 | 54,781.1 | 2022 | 88,053.8 |
| 2019 | 71,234.9 | 2023 | 103,338.8 |
| 2024 | 118,951.5 |
In 2024, each resident accounted for 118,951.5 rubles in paid services, or about 9.9 thousand rubles per month. Of these, 21,131.6 rubles per year went to utilities, 23,475.2 to transport, 14,126.3 to household services, and 11,896.4 to communications.
Note the drop in 2020: 62,923 rubles versus 71,234.9 in 2019. Unlike goods, services cannot be stockpiled, so the year of quarantine hit services harder than retail trade. The hardest-hit sectors were culture (from 1,441.6 to 748.3 rubles per person) and tourism (from 1,215.9 to 622.1).

Frequently Asked Questions
What is the volume of paid services to the population in Russia?
20.05 trillion rubles for 2025 according to Rosstat. Per capita in 2024 amounted to 118,951.5 rubles.
What is included in paid services to the population?
Everything that a person buys not as a product but as a service: transport, utilities, hairdressing, tutoring, paid medical visits, mobile communications, hotels, lawyers, veterinary services. The purchase of goods is accounted for separately, in retail trade turnover.
What do Russians spend the most on?
On transport: 3,821.4 billion rubles, or 18.9% of all paid services. Next come utilities, 3,485.8 billion.
How much is spent on online subscriptions?
494.4 billion rubles for 2025 under the item "electronic services and services in the field of information and communication technologies." Rosstat includes subscriptions to online cinemas and gaming services, as well as payments for cloud storage. Monitoring under this item has been conducted since 2021.
Why is the share of utilities decreasing if tariffs are rising?
The share shows the weight of an item in the total amount, not the absolute size. Utilities are getting more expensive, but medicine, household services, and digital services are growing faster, so their share increases at the expense of utilities.
Are services paid for without a receipt taken into account?
Partially. Rosstat adjusts the volume of informal activities according to a separate methodology, but the accuracy there is lower than in the organized sector. This should be kept in mind when looking at household services, where the share of small performers is particularly high.
In brief
Paid services to the population in Russia cost 20.05 trillion rubles in 2025. More than half of the amount falls on four mandatory items: transport, utilities, household services, and communications.
