Ten point seven percent of youth aged 15–24 were not in education, employment, or training in Russia in 2022, whereas in 2017 this figure was ten point forty-seven percent. Data are presented in percent and cover the period from 2017 to 2022. Table rows are divided into the Russian Federation as a whole, federal districts, and individual regions, allowing for the tracking of geographical differences in youth employment and educational activity at various levels

How to read this table

Comparing values between constituent entities of the Russian Federation and federal districts shows the distribution of the share of youth outside the education system and the labor market across the country. Each row contains data for six years, enabling an assessment of the situation in a specific region or district over time. Carefully compare indicators for different territories to determine where the share of youth without employment or training is above or below the national average presented in the first row of the table

What is visible in these numbers

The five highest values: Nenets Autonomous Okrug (16.1), Komi Republic (14.8), Arkhangelsk Region (13), Smolensk Region (12.6), Tver Region (12.6). The top five account for 26% of the total across all positions

Observations are annual, with 6 observation periods in the dataset. There are 150 values in the table out of 150 possible, which is 100%, meaning the table is almost completely filled

Period and application

The data cover the period from 2017 to 2022 and are updated as Rosstat data are published within the yearbook on Sustainable Development Goals. This information is useful for labor market researchers, youth policy specialists, and analysts monitoring education and employment indicators across individual constituent entities of Russia

How it is calculated

The Yearbook provides comparable series for reports where reference to own calculations is insufficient

Rosstat specifies: Calculated as the ratio of the number of young people aged 15–24 who are not studying, not working and not acquiring professional skills (includes the unemployed and persons not in the labour force, aged…). Data for 2013–2022 are published without taking into account the results of the 2020 All-Russia Population Census

1) Рассчитывается как отношение численности молодежи в возрасте 15-24 лет, которая не учится, не работает и не приобретает профессиональных навыков (включаются безработные и лица, не входящие в состав рабочей силы, в возрасте 15-24 лет, которые не обучаются в образовательной организации или в организации, осуществляющей обучение профессии рабочего (должности служащего) на курсах), к общей численности молодежи этой возрастной группы, в процентах. До 2017 года из данных не исключались лица, которые обучались в организации на курсах для получения профессии рабочего (должности служащего).

2) Данные за 2013 - 2022 годы публикуются без учета итогов ВПН-2020
