Rows are grouped by constituent entities of the Russian Federation, enabling a comparison of technical equipment levels in a specific region with national values or indicators of neighboring regions. To analyze dynamics, it is useful to examine percentage changes within a single row over eight years; to assess territorial differences, data for all 96 rows for the same year should be compared. Total values for the country and federal districts help identify general trends in the development of household communication infrastructure
