Twelve point five percent of Russia's population had incomes below the poverty line in 2010, and by 2020, the figure was twelve point one percent. These data allow for tracking the annual dynamics of poverty levels both nationwide and in each of the eighty-eight regions listed in individual rows. The data cover the period from 2010 to 2020 and enable comparison of the situation in a specific federal subject with national averages to assess changes in citizen welfare

How to read this table

The table rows, which list each region separately, facilitate comparing indicators between subjects or observing national trends. The series reflect the distribution of the low-income population share across the Russian Federation on an annual basis. By observing the changes in each row, one can identify how the share of citizens with incomes below the poverty line changed in Belgorod, Bryansk, and other regions over ten years, providing a clear view of regional socio-economic development specificities

What is visible in these numbers

Five highest values: Ivanovo Region (20.1), Voronezh Region (18.4), Smolensk Region (17.8), Vladimir Region (17.5), Vologda Region (17.1). The top five account for 26% of the total across all positions

Observations are annual; the dataset contains 11 observation periods. There are 275 values in the table out of 275 possible, which is 100% — almost no empty cells remain

Period and application

The 2010–2020 data collection is available to anyone interested in Russia's living standards statistics. The information is updated by Rosstat as part of the Sustainable Development Goals yearbook and serves as a basis for social policy analysis. Researchers and economists will find ready-to-use series for each region, which help assess the effectiveness of population support measures and analyze long-term changes in the material well-being of residents across different federal subjects

How it is calculated

Sustainable development indicators are used in preparing non-financial reporting, assessing social programmes and international comparisons

As noted in the source itself: Up to and including 2020, the indicator "Number of people with cash incomes below the subsistence minimum" was calculated; starting from 1 January 2021, the indicator "Number of people with cash incomes below…" is used

1) До 2020 г. включительно рассчитывался показатель "Численность населения с денежными доходами ниже величины прожиточного минимума", начиная с 1 января 2021 г. - показатель "Численность населения с денежными доходами ниже границы бедности" (в соответствии с постановлением Правительства Российской Федерации от 26 ноября 2021 г. No 2049).
